Which Elections are taking place this year?
The Kosovo Assembly Election of 23 October 2004 will elect the members of the Kosovo Assembly.

Until when can I register?
The application and registration period ran from 17 June 2004 to 17 August 2004.

Can I register in Kosovo and vote By-Mail?
If you want to vote by mail, you must have registered to vote by mail. The application and registration period ran from 17 June 2004 to 17 August 2004 .

If you want to vote in-person in Kosovo, you must register in person in Kosovo. The in-person registration period ran until 06 August 2004. For more information on in-person voting, please visit the Voter Services Page.

If I am registered to vote by mail can I vote in-person in Kosovo?
If you successfully registered to vote by mail but return to Kosovo before the elections, you may be able to cast a conditional ballot. To cast a conditional ballot you must present your Registration Receipt and photo identification at the polling centre. For more information on in-person voting, please visit the Voter Services Page.

If you cast your ballot by mail and then return to Kosovo and vote in-person in Kosovo on Election Day, your By-Mail ballot will not be counted. You can only vote once.

I registered in Kosovo to get my UNMIK Identification Card. I have also registered to vote outside of Kosovo by mail. Do I vote by mail?
If you registered in Kosovo but are temporarily living outside of or are displaced from Kosovo you can cast your ballot by mail. You can only cast your ballot once, either by mail or in person in Kosovo on 23 October 2004.

Elections in Kosovo have two voters’ lists. One is derived from the UNMIK civil registry in Kosovo and the other is the Out-of-Kosovo voter’s list which comprises all By-Mail voters. To ensure that each voter only casts his/her ballot once, the OSCE does a cross-check of the two lists.

What happens if my application is denied?
If your application is denied, you would have been sent an explanation stating why and what documents you should have sent for it to have been approved. At that time you would have been able to appeal. The appeals deadline was the 9th September 2004.

I received a Registration Receipt saying I was successful, but when will I receive my Ballot ?
Ballot packages or Voting Kits containing a ballot, secrecy envelope, return envelope, political entity platform sheet and instructions sheet will be sent to all successful applicants late September/early October.

When will I receive my Ballot?
Ballot packages containing a ballot, secrecy envelope, return envelope, political entity platform sheet and instructions sheet will be sent to all successful applicants in October.
